The New Hampshire Department of Education and the New Hampshire Literacy Task Force have produced a PreK-16 Literacy Action Plan for the 21st Century. The entire document with appendices can be found here along with a PowerPoint Presentation that explains the development process and a summary of what is included in the document. This version includes active links to other resources and documents. The official rollout of the Action Plan will be at the Follow The Child Leadership Institute, July 23-26, 2007, at the Crowne Plaza in Nashua. Following the Institute, all schools in NH will receive a printed copy of the document, a CD-rom that contains the document with active links, all appendix documents in Microsoft Word format, and the PowerPoint Presentation to assist in implementation and dissemination.
Each school will also receive six resources to assist in the implementation of a comprehensive literacy program. The texts are: The Literacy Principal, by Booth and Rowsell; Subjects Matter, by Daniels and Zemelman; Best Practice Third Edition, by Zemelman, Daniels, & Hyde; Learning by Doing, by Dufour, Dufour, Eaker, & Many; Creating a Culture of Literacy: A Guide for Middle and High School Principal, NASSP; and Teaching Reading in the Content Areas, by Billmeyer & Barton. Building on the Best, Learning from What Works: Seven Promising Reading and Language Arts Programs from the American Federation of Teachers. The seven programs have, according to this document, strengths and weaknesses, but have these four characteristics in common:
- High Standards - The program helps all students acquire the skills and/or knowledge they need to successfully perform to high academic
standards.
- Effectiveness. The program has proven to be effective in raising the academic achievement levels of "at- risk" students in low-performing schools, based on independent evaluations.
- Replicability - The program has been effectively implemented in multiple sites beyond the original pilot school(s).
- Support Structures - Professional development, materials, and ongoing implementation support are available for the program, either through the program's developer, independent contractors, or dissemination networks established by schools already in the program.
